Accessibility

We want the website and the application to be usable by everyone. Below we state what we have done, against which standard, how we checked it, and what has not yet been verified.

The standard we apply

We design to the WCAG 2.1 level AA guidelines and the European standard EN 301 549. In practice: full keyboard navigation, a visible focus indicator, colour contrasts computed arithmetically rather than estimated, semantic heading and landmark structure, a label associated with every form field, a text equivalent for every icon that carries meaning, respect for the reduced-motion setting, and pages that work without JavaScript.

Scope — and what the law actually says

This statement covers the public website e-roe.gr and is voluntary. Articles 36-47 of Law 4727/2020, which transpose Directive (EU) 2016/2102, bind public sector bodies and not private companies — art. 37(2) expressly exempts even non-governmental organisations — and we do not claim compliance with legislation that does not apply to us. Nor does Law 4994/2022 (the European Accessibility Act) catch this website: it covers e-commerce services concluding a contract with a consumer, and no contract is concluded here.

One general duty does bind us, however

Article 61(1) of Law 4488/2017 obliges «every … legal person governed by public or private law» to apply the principles of universal design and to provide reasonable accommodation. It prescribes no standard, requires no statement and carries no sanction — but it is not nothing. The accurate position is therefore that no web-accessibility-specific statute applies to us, but a general universal-design duty does — which is both more accurate and more creditable than the claim of Law 4727/2020 compliance that stood here before.

The product is a different question from the website

The bodies that use e-ROE are themselves bound by articles 36-45 of Law 4727/2020, and article 54(1) of Law 4412/2016 requires every contracting authority to take accessibility criteria into account in the technical specifications of any contract intended for use by natural persons. The application is therefore built to the same standards, and we can accompany a tender with EN 301 549 accessibility documentation.

Compliance status

The website is declared partially compliant with WCAG 2.1 AA. The reason is the method rather than a known open defect: every finding of the last audit has been fixed, but that audit was a source review and has not yet been verified with a screen reader, a real keyboard pass, or at 200% zoom. We do not claim full conformance without that verification.

Known unverified or not fully accessible content

  • No screen-reader pass (NVDA, JAWS, VoiceOver) and no full keyboard walk of the contact form has been carried out.
  • Reflow at 320px width and text zoom at 200% have not been verified, particularly for the navigation row and the mobile menu.
  • The form's security check (ALTCHA) is a third-party interface component: its label and messages are localised, but its internal structure is not under our control.
  • On the English pages the names of the Greek public registers (ΔΙΑΥΓΕΙΑ, ΚΗΜΔΗΣ) are not marked up as Greek text. Proper names are exempt from success criterion 3.1.2, so this is not a non-conformance, but an English-voice screen reader will read them poorly.
  • The plan-comparison table scrolls horizontally on narrow screens. It is now keyboard-operable, but it remains a data table rather than reflowing content.
  • Article content under «News» is generated from Markdown files; heading levels and image alternative text depend on each article.

Method of assessment

Self-assessment by source review of the templates, stylesheet and scripts, with every colour pair computed arithmetically from the design tokens rather than sampled. In addition, an automated Lighthouse/axe check with a 0.90 floor runs on every code change across twelve representative pages — we treat it as a floor and not as the assessment, since it has no non-text contrast rule at all.

Feedback and contact

Found an accessibility barrier, or need website content in an accessible alternative format? Write to us at info@e-roe.gr. We reply within 10 working days, and if a fix takes longer we tell you the timetable.

If our reply does not satisfy you, you may escalate to the company's management at info@e-roe.gr. We note — so that nobody is directed to an authority without jurisdiction — that the enforcement procedure of Chapter H of Law 4727/2020 before the Greek Ombudsman concerns the websites of public sector bodies and does not apply to a private company; the commitment here is voluntary.
